He was an official of the Directorate General for Development Cooperation of the Ministry of Foreign Affairs first and, later, of the Italian Agency for Development Cooperation (AICS).

He was technical coordinator of cooperation activities in Africa and managed the technical structure responsible for humanitarian aid. He directed the Italian Cooperation offices in Mozambique, Ethiopia, Lebanon and Kenya. He initiated and accompanied the establishment and development of the CinemArena.
